Red-brick downtown of a mid-sized southern city with magnolia trees and low storefronts under a clear sky, Warner Robins Business License

Warner Robins Business License: City Tax Office, Houston County Rules and How to Confirm Your Fees

If you are opening a business in Warner Robins, GA, the phrase "business license" can mean several different things. In Georgia, the local document is an occupation tax certificate. A city or county issues it, it is tied to the address where you do business, and the fee comes from a formula that each jurisdiction sets for itself. This guide explains which office issues the certificate inside and outside Warner Robins, what the city Tax Office handles, what applies to every Georgia applicant, and how to confirm your fees before you budget. The city's published pages do not give a fee schedule or a renewal date, so you will need to get those figures directly from the Tax Office.

Informational notice: This page is informational content, not legal or tax advice. Rules, fees and forms change. Treat the agencies named here as the final authority, and talk with a qualified attorney or CPA about your specific situation.

Georgia Has No General State Business License

Georgia does not issue a statewide business license. The Secretary of State issues none, and registering for sales tax with the Department of Revenue is not a business license. Most new businesses handle three state-level steps:

  1. Register the entity with the Secretary of State's Corporations Division (sos.ga.gov/corporations-division). An LLC files Articles of Organization and a corporation files Articles of Incorporation. Each costs $110 total, which is the $100 fee plus a $10 service charge, whether you file online or on paper.
  2. Register with the Department of Revenue through the Georgia Tax Center (gtc.dor.ga.gov) if you sell taxable goods or have employees. Sales tax registration is free. Georgia issues no separate resale permit, so resale purchases use Form ST-5, the certificate of exemption.
  3. Add the licenses and permits your activity requires, which may come from the state, the county health department, or the city or county.

A local certificate does not replace either state registration. Your entity registration and your Georgia Tax Center registration are separate steps.

What the Local Certificate Is

Under O.C.G.A. Title 48, chapter 13, the city where a business is located issues the occupation tax certificate, and the county issues it for unincorporated areas. Georgia has 159 counties and about 537 cities and towns, and each sets its own formula, deadlines and prerequisites. Georgia occupation taxes are normally based on employee count or gross receipts, plus an administrative fee, but the formula differs in every jurisdiction. That is why no single statewide number applies, and why a figure you find for another city does not carry over to Warner Robins.

Who Issues Your Certificate in Houston County

The location of your premises decides the issuer, not your mailing address. Three rules cover most cases:

  • Inside Warner Robins city limits: the City of Warner Robins issues the certificate through its Tax Office, which sits in the City Clerk's department.
  • In unincorporated Houston County: the county's business license office issues it. The county directory lists 478-542-2115 for this office, but confirm that number before you call.
  • Inside Perry or Centerville: each city licenses businesses within its own limits. A Perry address is not a Warner Robins address, even though the two cities share a labor market.

Check the address before you apply

Addresses near Robins Air Force Base can fall outside city limits, and a Warner Robins mailing address does not settle the question. Before you apply, confirm the premises address with the Tax Office or check the county's GIS mapping. This guide does not describe any licensing rule for activity on the base itself.

Download the Occupation Tax Return early so you know what information it asks for. Before you budget, call the Tax Office or email [email protected] and ask for the current schedule. Get the answers to these questions in writing:

  • Which formula applies to my business type, and does it use employee count or gross receipts?
  • What is the administrative fee, and what total should I expect?
  • When is the certificate due, and when does it renew?
  • What late penalties apply?
  • Which affidavits or supporting documents must I submit with the application?
  • Does my premises address fall inside city limits?

Steps to Get Your Certificate

  1. Confirm your entity registration with the Secretary of State, and your Georgia Tax Center registration if you need one.
  2. Confirm the issuer by checking the premises address with the Tax Office or the county's GIS mapping.
  3. Confirm zoning approval for the address, and any health or state board permits your activity needs.
  4. Request the current fee schedule and renewal date from the issuing office.
  5. Gather the lawful presence and E-Verify affidavits, if they apply to you.
  6. Submit the Occupation Tax Return and any required documents, then pay the amount the office confirms.

Requirements That Apply to Every Georgia Applicant

Lawful presence (SAVE) affidavit

Every applicant must complete the lawful presence (SAVE) affidavit under O.C.G.A. 50-36-1.

E-Verify for larger employers

Private employers with more than 10 employees must file an E-Verify affidavit to get the local certificate (O.C.G.A. 36-60-6). Track your headcount as you grow, because the threshold determines whether this affidavit applies to you.

Zoning and activity permits

  • Zoning: the address must allow your use. Confirm this before you sign a lease or buy equipment.
  • Restaurants: permits come through the county health department.
  • Regulated trades: contractors, electricians, plumbers, cosmetologists, real estate professionals and others need a license from a state board, such as those overseen by the Secretary of State Professional Licensing Boards Division.

Employees

Workers' compensation coverage is required once you have three or more workers, including part-time workers. Georgia has no state paid sick leave or family leave mandate, so check your own employee policies and any federal rules that apply to your size.

Home-Based Businesses

If you plan to work from home, ask the city's zoning staff whether a home occupation is allowed at your address before you pay anything. A certificate does not override zoning, so get the zoning answer first.

Cottage food businesses need no state license since 2025-07-01 under HB 398, but local business licensing and zoning still apply. Ask the Tax Office about the local certificate even though the state license requirement is gone.

Other Registrations to Keep in View

Trade names (DBAs). A trade name is filed with the Clerk of Superior Court of the county where the business is chiefly carried on, not with the Secretary of State. Notice runs in the county's legal organ once a week for two weeks. Confirm the clerk fee and newspaper charge with the Houston County Clerk of Superior Court. The Secretary of State's business division FAQ is at sos.ga.gov/page/business-division-faq.

Entity annual registration. Your entity also files an annual registration with the Secretary of State. Our annual registration guide covers that filing, which is separate from the city or county certificate.

Sales tax. Confirm the combined state and local sales tax rate for your address with the Department of Revenue at dor.georgia.gov. Out-of-state sellers owe collection once they reach $100,000 of Georgia sales or 200 separate transactions.

Corporate tax. Georgia levies no franchise tax on a typical single-member or partnership LLC. Corporations, and LLCs taxed as corporations, pay a net worth tax of $0 to $5,000 depending on net worth.

Working Across Central Georgia

If you work across the county line or serve customers in nearby jurisdictions, check each location's issuer separately. Our Macon-Bibb and Columbus pages cover those cities. A Warner Robins certificate does not authorize activity in another city.

Before You Budget

Call the Warner Robins Tax Office at 478-929-1133 and ask for the current occupation tax schedule, renewal date and penalty terms. If your address may be outside city limits, confirm the Houston County number as well. If your structure, tax position or multi-location plans are complicated, bring in a qualified attorney or CPA before you file.
