Mableton Business License: City of Mableton Since December 2023, Alcohol Licenses Still at Cobb

If your business operates in Mableton, Georgia, the first question is which government issues your local license. Since December 13, 2023, the answer for almost every local license is the City of Mableton, not Cobb County. The main exception is regulated licenses such as alcohol, which are still processed at Cobb County. This guide explains which office handles what, when your certificate renews, and how a new business applies.
Who issues what
Georgia has no general state business license. The Secretary of State issues none, and registering for sales tax with the Department of Revenue is not a business license. The local license is an occupation tax certificate, which many people call a business license. Under O.C.G.A. Title 48, chapter 13, a city issues it for businesses inside city limits, and the county issues it for unincorporated areas. Georgia has 159 counties and about 537 cities and towns, and each sets its own formula, deadlines, and prerequisites.
Mableton is a city, so a business located inside it pays the city. Before December 13, 2023, Cobb County licensed businesses in the area. Since then, all new and existing businesses inside the city report to the City of Mableton. Businesses in unincorporated Cobb or in other nearby cities should check with Cobb County or that city, because the issuer depends on where the business sits.
The issuer follows the premises, not the mailing address
The test is where the business physically operates. A mailing address outside the city does not move a Mableton location out of the city, and a Mableton mailing address does not put a business inside it. Any physical presence in the city requires an occupational tax certificate, including a home office. If you run a business from a home office in Mableton, treat it as a city business.
The one-time 2024 transition
Certificates Cobb County issued for 2024 were valid through December 31, 2024. The city waived late fees through the end of March 2024 as part of the handoff. That was a one-time transition, not a standing policy, so do not count on a late fee waiver now.
Renewal calendar for your Mableton business license
City occupation tax certificates expire on December 31 each year. Renewal works on this schedule:
| Date | What happens |
|---|---|
| November 1 | Renewal applications open. You can apply online through the city's CSS portal or in person. |
| December 31 | The current certificate expires. |
| March 31 | The grace period ends. After this date, a penalty and interest apply. |
The city's FAQ describes the penalty in general terms. The typical penalty is 10% of the license fee plus 1.5% interest per month. Treat that as a general description, and confirm today's figures with the Business License Division at (770) 692-2034 before you calculate what you owe. A credit card convenience fee may apply when you pay online.
How a new business applies
Work through these steps in order. Skipping one usually causes a delay.
- Confirm the location. Make sure the premises sit inside city limits. If they sit in unincorporated Cobb or another city, the issuer is different.
- Form the entity. An LLC files Articles of Organization, and a corporation files Articles of Incorporation, with the Georgia Secretary of State. Each costs $110 total, which is the $100 fee plus a $10 service charge. You can file online through Georgia Secretary of State eCorp or on paper. Expedited review is available for $120, $275, or $1,200.
- Register with the Department of Revenue. If you sell taxable goods or have employees, register through the Georgia Tax Center. Sales tax registration there is free.
- Apply for the occupation tax certificate. Apply with the City of Mableton Business License Division. Fees depend on your classification and gross receipts, as described below.
- Sign the affidavits. Every applicant signs the SAVE affidavit under O.C.G.A. 50-36-1. A private employer with more than 10 employees must also file an E-Verify affidavit under O.C.G.A. 36-60-6 to get the local certificate.
- Add activity-specific licenses. Some trades and professions need a license from a state board, such as contractors, electricians, plumbers, cosmetology, or real estate. Those come from the state, not the city.
Alcohol and other regulated licenses stay with Cobb County
The move to the city did not include regulated licenses. Alcohol licenses for Mableton businesses are still processed at the Cobb County business license office, 1150 Powder Springs Street, Suite 400, Marietta. If you plan to sell beer, wine, or liquor in Mableton, expect two offices to be involved. Cobb handles the regulated license, and the City of Mableton handles the occupation tax certificate for the business itself.
Ask both offices what they need from you and in what order before you sign a lease or buy inventory. Their requirements are separate, and a question to one office will not answer the other's process.
Fees: where to get the current numbers
The city's FAQ says fees depend on business classification and gross receipts. Every business pays a minimum fee, and additional fees apply by revenue tier. The city's adopted ordinances contain the fee schedule. This guide does not print a minimum fee, rate, or tier, because the current figures should come from the city itself. Ask the Business License Division at (770) 692-2034, or read the fee schedule in the city's adopted ordinances.
Professional licenses and the $400 ceiling
Some professions may see a separate local figure, but it is not a flat fee. O.C.G.A. 48-13-9(c) lists certain professions, including lawyers, physicians, dentists, veterinarians, engineers, architects, and public accountants. Under the election in O.C.G.A. 48-13-10(g), a locality may set a $400 ceiling for those listed professions. A ceiling is a maximum a locality may set, not a rate every professional pays. Cosmetologists are not on the list. Whether the ceiling replaces the administrative fee also differs by place, so ask the division how it applies to your profession.
State filings that run on their own schedule
The city certificate is one of several filings. Your state obligations follow separate schedules:
- Annual registration. LLCs and corporations file annual registration with the Secretary of State's Corporations Division at sos.ga.gov/corporations-division. Check that page for the current filing window and late penalty.
- Taxes. The Department of Revenue's business taxes guide is at dor.georgia.gov. Georgia's state sales tax rate is 4%, but the combined rate depends on your county and city, so confirm the rate for your location there.
- Net worth tax. Corporations, and LLCs taxed as corporations, owe a net worth tax of $0 to $5,000 based on net worth. A typical single-member or partnership LLC owes no Georgia franchise tax.

Frequently asked questions
Do I still renew with Cobb County if my business is in Mableton?
No, not for the occupation tax certificate. Businesses inside the city renew with the City of Mableton. Regulated licenses such as alcohol are still processed through Cobb County, so check with that office for those.
Do I need a certificate if I only work from home?
Yes, if your home is inside Mableton city limits. Any physical presence in the city, including a home office, needs an occupational tax certificate. Ask the Business License Division if you are unsure how it applies to your activity.
Does a Mableton mailing address put my business in the city?
Not by itself. The issuer is set by where the premises sit. A mailing address can differ from the location, so confirm the physical location with the division.
